Los asaltos, las muertes violentas y la falta de patrullaje de la Policía han llevado a los habitantes a cerrar callejones con rejas metálicas, por ello el Municipio de Guayaquil prepara una ordenanza.
Los residentes de la Cooperativa Justicia y Libertad del Guasmo, sur de Guayaquil, levantaron sus rejas metálicas para combatir las olas de violencia, señalan que fue una autogestión, pero piden a las autoridades un botón de pánico.
Desde hace diez años, los moradores han decidido cerrar calles y accesos para darse seguridad. La actividad no ha estado regularizada por el Cabildo, por ende no se conoce con exactitud la cantidad de vías cerradas.

El Municipio de Guayaquil estudia el tema en una mesa técnica, integrada por la Dirección de Desarrollo Urbanístico, Dirección de Uso de Espacio de la Vía Pública y la Agencia De Tránsito y Movilidad (ATM).
Uno de los concejales, Jorge Rodríguez, señaló que entienden la problemática que viven los ciudadanos en la actualidad.
Además, remarcó que las aprobaciones serán determinadas por parámetros métricos.
Se debe remarcar que la posible ordenanza no será solamente para nuevos sectores que deseen instalar rejas metálicas, también contarán las que ya los tienen instalados.

El Cabildo planea que en 15 días se produzca el primer debate de la norma en el Concejo Municipal.
Para el presidente de Ciudadelas del Norte, Richard Maldonado, la ordenanza será positiva, pero teme que algunos sectores pierdan su protección.
En la ordenanza se establecerán los tipos de puertas, las zonas y el material a utilizar en los bloqueos permitidos.
